It's a good set of observations aligning good decision making criteria with the potential of social networking tools in the enterprise. That's certainly a great way to re-frame the case for SN tools to an executive team. The breakdown in implementing such tools seems to be the biggest problem with the CEO not knowing quite what they are looking for or how to even express it, and the CIO/IT Manager not having enough attention for the SN space.

Great post on the value of enterprise 2.0 solutions for internal team collaboration. There is also a ton of value when applying enterprise 2.0 solutions to customer collaboration. At Helpstream we have found it critical to not only have the right collaboration platform but also to understand and support the underlying business process required to deliver value. Its exciting to see customers adopting enterprise 2.0 and driving real value.
