Opening Up Government — One Document at a Time

There’s been quite a bit of discussion about eGovernment (or Government 2.0) lately, and how it has the potential, through collaborative sharing of information, to open up the decision-making and service-rendering process to citizens, as well as boost the effectiveness of government entities.

Now, an industry group, AIIM, has released the specifications of a new markup language, called StratML, which provides a common format for storing, linking and indexing government documents. The use of this standard will enable information contained in strategic plans to be efficiently shared and analyzed, proponents say. 

As Owen Ambur, AIIM StratML committee chair, put it: “Consistent with President Obama’s directives on openness, transparency, collaboration, and participation, the StratML standard will enable agencies to use Web 2.0 social networking technologies in support of their missions to engage citizens more efficiently and effectively in pursuit of strategic goals and objectives.”

Proponents say any organization can benefit from applying StratML in managing strategic planning documents. The markup language employs an XML vocabulary and schema (XSD) to describe the elements that are common and considered to be part of the essential core of strategic plans.  The standard is intended to enable information contained in strategic plans to be more efficiently shared and analyzed.  

As shown in the sample code below for the eGov mission statement, various pieces of information in the hierarchy tree are tagged as “vision,” “mission,” “value,” and so on:

Hasn’t the US government heard of RDFa?

Why would you introduce invalid mark-up or new DTDs just so you can satisfy a political (and not a material) aspiration? There are loads of ways to do this without introducing new tags that browsers won’t recognise. I can’t think why AIIM think this is a good idea.

Or have I completely missed the point?
